Server network overload

I’m fully aware and ripping my hair out here over the servers uptime issues. I’m not 100% sure its an attack as my tech has discribed or an attack on their network. Or their network is suffering massive speed issues / overloading. But the connection to our dedicated server is horrible at them moment.
